ISO 50003:2021 Transition Announcement

The ISO 50003:2021 standard was published in May 2021.

Key Changes Brought by ISO 50003:2021:

  • Definitions have been updated to include assessment time, assessment duration, and terms related to multi-site audits.
  • The structure of the standard has been updated to comply with ISO/IEC 17021-1:2015.
  • The expression “man-days” was changed to “audit days”.
  • For assessment day calculations, the number of energy types that account for at least 80% of total consumption has been changed.
  • Changed weighted values for complexity.
  • Sampling requirements for multi-site EnMS have been updated.
  • Clarified use of IAF MD documents in relation to Annexes A and B.
  • EnMS effective personnel was disclosed in A.2.
  • In Tables A.3 and A.4, the examination period has been changed to examination time.
  • Technical fields were removed and technical competency requirements were added.
  • Regarding the improvement of energy performance, the following has changed:
    • The definition for “energy performance improvement” in 3.6 of ISO 50003:2014 has been removed, but the term is defined in ISO 50001, a normative document.
    • The focus for surveillance audits has shifted from an organization being required to demonstrate “implementation of activities to improve energy performance” rather than demonstrating “achievement of energy performance improvement.”

TÜRKAK Policy Regarding Transition:

Issues regarding the transition are included in the IAF MD 24:2021 document.

TÜRKAK will start auditing according to the new version on February 15, 2022. Certification bodies currently accredited in ISO 50003:2014 must complete their transition by 30 November 2023 at the latest. It is envisaged that the transitions will be made within the scope of ongoing inspections (at least 1 day).

Accredited certification bodies (after completing their accreditation transition) must implement ISO 50003:2021 for all their customers by 30 November 2023 at the latest.

(Note: For existing certified customers of CAB; since the asessment time calculation has changed in the 2021 version , it may be acceptable to revise the contract between the Certification Body (CB) and its customer to comply with the new rules, at the latest when the first re-certification time comes following the accreditation transition of the CB . This may happen after the transition period.)

For Certification Body Transition:

  • You should make a transition plan, taking into account the dates given above, and prepare to apply for transition to TÜRKAK .
  • Gap analysis should be done.
  • Prepare a transition plan that includes the following:
    • the new and old version . Typical processes that can be considered for changes are ; sales/marketing, audit process, competency management and communication with existing certified customers.
    • of changes on relevant activities/ processes and determining the actions that need to be taken to ensure compliance (e.g. management system/documents, IT tools).
    • Implementation of required activities.
  • The personnel affected by the change must be competent for the new version and transition process. Employee; This may include, but is not limited to, auditors, audit report reviewers, certification decision makers, engagement reviewers, and planners.

Note: It is recommended that certification bodies plan and start the specified activities as soon as possible.
